Devran in Sur tells the story of three friends who set out to follow a white dove. Titi, Dodo and Şaşo, three friends living in Diyarbakır Sur in the late 90s, live their lives trying to save the day due to the limited opportunities of the city and the period. One day, Titi, who feeds pigeons on the roof of her house, releases the pigeons to participate in a competition with Dado and Şaşo. However, due to weather conditions, the pigeons they left do not return. While three friends, whose plans have fallen through, are thinking about what to do, a white dove comes to them. The arrival of a white dove with a number written on its foot opens a new page in Titi's life.
