        Sevgilisinin evindeyken polis baskınına uğrayan çapkın zengin Amberi Bey, bir polisi tokatlayınca mahkemelik olur ve 1 ay hapse mahkum edilir. Karısının bu durumu öğrenmesinden korkan Amberi çare arar. Kendisinin yerine okul arkadaşı İrfan hapse girecek, karşılığında para alacaktır. 

        İbnürrefik Ahmet Nuri (Sekizinci)'nin bir Fransız farsından (G. Courteline'in Vingt Jours a l'Ombe) uyarladığı Ceza Kanunu 1920' lerde İstanbul'da geçen sahtekarlık dolu hayatlar ve çarpık düzen hakkında bir dolantı komedisidir.
